I've seen it before , but they used sweet condensed milk n yogurt , n than they putted it on they oven at the end
definitely not 🙂 it will not fluff the eggs, you'll get a really weird texture.

It depends on the country you're in really.
It's not entirely bad to eat raw eggs. I've eaten raw cookie dough with raw eggs in, for years – nothing has ever happened. Same for trying cake batter.
